VPN

Hello ! I am running through a VPN connection, and was wondering, will VPN connections allow for Uploads as well as fast downloads, the reason I am asking is that few if any uploads are happening, and I can't increase my ranking if I can't upload as well as download, and I want to seed
And I did look for info in FAQ and found none
