The reason I ask this is that I have 100% of an old ww2 movie and I see an ip address that is trying to download but I am only giving him 1-2 kb/s when I am offering 100+ . I suspect that he/she has their upload limit set too low and as such bitcomet sees him as a "bad customer" I have no problem letting him have it but it is taking forever. Is there a way to send a message to the IP address to try and address the issue?
